- Decide
- Retain, review, or remove the license through a supported provider action. Record the approval and verify the resulting provider state.

- Treat team-reported time saved as an attestation. Do not convert it into realized financial savings without the necessary evidence.

- Keep estimated opportunities, allocation assumptions, and confidence visible. A forecast is not an achieved return.
- Missing evidence
- Hold expansion or assign a measurement follow-up when cost or outcome evidence is incomplete. Give that work a named owner.

Know which amounts you can act on.
The ledger keeps billed cost, usage-based estimates, allocated amounts, and team-supplied evidence distinct. Provider-direct usage may be observed without passing through the Gateway.

- Review paid-seat and activity evidence before applying a supported, permissioned provider access action.
- Routed budgets
- Set actor budgets and automatic cutoffs for new gateway-routed requests. These limits do not stop license charges or provider-direct spend.
- Project allocation
- Confirm which costs belong to the project and how shared contracts are assigned. Unresolved cost stays visible.
Savings analysis identifies and verifies lower-cost model opportunities on eligible governed traffic. It does not change live routes; administrators apply any model-scope change separately.
